Commissioners approve contract to remove underground gas tank at Memorial Coliseum

The Allen County Commissioners on Jan. 10 approved a contract with RC Maintenance to remove an aging underground gasoline tank at the Memorial Coliseum and replace it with a 500-gallon above-ground tank at a cost not to exceed $100,984.20.
TJ Stegmeier, vice president of finance and chief operating officer for the Memorial Coliseum, told the board the existing underground tank is more than 25 years old and “we do not believe it's leaking,” but inspections identified work that needs to be done. He said the county received three bids and RC Maintenance submitted the lowest bid.
Stegmeier said the project team will apply to the Indiana Department of Environmental Management (IDEM) for available credits before beginning work: “That credit, we have to apply for it before we do anything. So we've not accepted this bid yet, but with your approval, we would accept that bid, and then we will talk with the state to say, okay, where do we need to go from here to make sure that we do everything, in order?”
Stegmeier said the county plans to replace the underground tank with a 500-gallon above-ground tank (the current underground tank is 1,000 gallons) and to install protective measures around the new tank, including three-sided concrete block protection and a fenced gate on the open side. He described county uses for on-site fuel including Zamboni equipment, fork trucks and other maintenance vehicles, and said keeping fuel on-site saves staff time and helps maintain equipment availability during events and after-hours responses.
The board voted to accept the RC Maintenance bid and approve the expenditure not to exceed $100,984.20. Stegmeier noted that if soil remediation is required after tank removal, those remediation costs are not included in the current quote and would be additional work.
