Allen County commissioners approved on May 16 an amendment to the county's agreement with the Indiana Family and Social Services Administration (FSSA) to include residential services and the community corrections day reporting center in the state's vending program that gives preference to vendors employing people who are blind.

A staff member summarized the program's origin in the federal Randolph-Shepherd Act of 1936 and said Indiana implements the program through Indiana Code 12-12-5. The staff member said states and counties are required to permit persons with visual impairment first access to operate vending services in government-owned buildings, and that FSSA asked to add the two community corrections buildings to the list of eligible facilities. The presenter said county staff had operational concerns about placing vending machines in the particular buildings but that the law limits the county's ability to refuse the request.

A commissioner moved and seconded approval of the amended agreement; the motion carried by voice vote.
