The Allen County Board of Commissioners approved a series of road, trail and environmental contracts at its July 18 legislative session, including a change order and final acceptance for a Morgan Road culvert replacement and supplemental engineering and design agreements for other projects.

The board approved change order No. 1 and final for Morgan Road over the Rydenauer Number 2 drain with Beaumac Construction, an increase of $30,791.70. Bridal Hartman of the Allen County Highway Department described rusted pipe haunches discovered after chip sealing and a May 15 storm that deposited field debris and washed riprap and filter cloth from reshaped banks, necessitating additional work. The board also accepted completion and final contract payment for the Morgan Road small structure replacement in the final contract amount of $183,933.70.

The commission approved a $36,100 supplemental agreement with USI Consultants for the Scott Road Trail design and survey work; county staff said new residential development and a recently completed roundabout at Bass and Scott required updated survey and design work and the project is expected to be bid next year. The board accepted warranty deeds for parcels 5, 6 and 8 for the Scott Road Trail project.

For the DeBold Road/Clinton Street project, commissioners approved supplemental agreement No. 4 with Butler, Fairman & Seifert, Inc., for $20,300 to cover additional utility coordination, construction‑phase services and on‑call assistance resulting from trailer relocations and utility complications. During discussion staff said the project is expected to be completed this fall and that the intersection of DeBold and North Clinton will be signalized; longer‑term coordination with the City of Fort Wayne to improve North Clinton was also described.

The board approved an agreement with Willow Creek Environmental for $9,618.25 to conduct groundwater sampling tied to the removal of an underground storage tank at the Highway North Barn after the county received a noncompliance letter from the Indiana Department of Environmental Management (IDEM). Commissioners also approved an agreement granting INDOT entry to borrow soil stockpiles from the DeBold Road phase 2 project site between DuPont Road and Clinton Street; staff said the soil was contract waste that otherwise needed removal.

Other actions approved included removing a temporary 30‑mph zone and posting a 35‑mph limit on Denton Road between Gump and Hathaway in Perry Township, approval of encroachment for a subdivision sign for Brenton Glen Community Association along Bass Road, and a temporary license allowing Fleming Excavating to store heavy equipment on vacant county property through Oct. 31. The board also approved minutes from July 11 and claims totaling $1,695,647.20 for the July 8–July 2025 period.
