District says most school construction near completion; retainage release tied to small outstanding work
Summary
Facilities staff reported near-complete status on multiple school construction projects; retainage on most contractors will be released if remaining detail work is finished or will be used to pay other contractors to finish within 30 days.
Facilities staff told the board the district is at “major completion” on multiple projects and is preparing to release retainage for most contractors, but about five contractors still have outstanding items that the district described as detail or trim pieces.
A staff member who spoke about the projects said the team completed a three-hour walkthrough with the architect and contractor and “there's about 5 contractors with outstanding work.” The staff member said the outstanding items are not major structural components but detail work, and the district expects contractors to provide a timely plan of action. “If they can't get a timely resolution, and then a plan of action in place here within the next 30 days on the remaining items, we are gonna authorize the work to be completed and we're gonna go ahead and deduct from the remaining retainage,” the staff member said.
Superintendent remarks during the same report noted project updates at several schools: Heritage remains under construction; Simpsonville will receive a new secure vestibule and interior work but instruction should not be interrupted; Collins baseball/softball and bleacher projects are progressing; a roof project at Shelby County High School was delayed by summer rain and should be wrapped up within weeks.
Staff also raised small design issues affecting finish details, such as trash-bin placement and gates at the football facility that the group described as a design flaw to be fixed.
The board did not vote on these contract actions during the report; staff described next steps as either accepting contractors' corrective plans or authorizing other available contractors to complete the punch-list work and deduct costs from retainage if necessary.
