Raising Cane redevelopment at 15 Silver Street sent for stormwater peer review; commission continues hearing

The Peabody Conservation Commission on Wednesday agreed to continue public review of a proposed Raising Cane quick‑serve restaurant and drive‑through at 15 Silver Street after the Department of Public Services requested an external peer review of the project’s stormwater plans.

What was proposed: The application covers redevelopment of a former commercial site bisected by municipal boundaries; the southern portion of the parcel drains toward Waters River and lies within the riverfront area. The developer’s plan reduces total impervious area through reconfiguration and adds landscaping and a fence along the southern parking area, and proposes water‑quality units (STC systems) to treat parking lot runoff.

DPS request and next steps: DPS asked for a stormwater peer review. The applicant’s team confirmed a peer‑review contract was being processed and said the review fee/check would be delivered the next business day. The commission continued the Notice of Intent to its September meeting pending the peer‑review results and DPS comments.

Why it matters: The property sits in the 200‑foot riverfront area and currently lacks stormwater management. The peer review will focus on whether proposed water‑quality units, curb grading, and landscaping adequately route and treat runoff before it reaches the river.
