Sunnyside seeks $5.57 million for wastewater plant and lift station upgrades; council authorizes application steps

Sunnyside staff asked council on July 28 to authorize application steps for a Public Works Board project request seeking $5,571,000 for construction and construction management work to replace the Exit 67 lift station and to replace the failed headworks process at the city wastewater treatment plant. Deputy Public Works Director Hector Mejia told council, “The headworks process has failed and is currently limiting the plant's ability to process waste.” He said the Exit 67 lift station has deteriorated because of hydrogen sulfide (H2S) gas and that the lift station serves homes and businesses in the southern part of the city. Mejia said the anticipated loan term is 20 years at 1.06% interest; the city is eligible for up to $2,000,000 in grant funds to reduce the loan amount if awarded. Staff explained final grant/loan award and grant/loan reductions will be known when the funding notification comes in, expected in November 2025. Council authorized the city manager to sign the required applicant certification and directed consultant HLA to complete and submit the application when it is ready. The council vote to authorize certification and submittal was recorded as unanimous in the meeting. Staff said that if the eventual loan amount or terms are unfavorable, council and staff would have the opportunity to decline the funding prior to executing an agreement with the Public Works Board.
