The Zoning Commission approved final action on zoning case 23‑081, Wesley Theological Seminary (Square 1600), adopting the 2025–2035 campus plan by a 5–0 vote. Commissioners Imamura, Hood, Miller, Stidham and Wright voted yes in the roll call.
Office of Planning, responding to record submissions, presented the campus plan and noted exhibits added to the record, including the applicant’s comprehensive transportation review (CTR) from February 2022 and updated campus trip-generation data. Opponents and ANCs submitted testimony and follow‑up documents that were added to the record; DDOT commented that an updated CTR was not required because no relevant recent developments had altered the study area and the applicant’s revised program reduced project trip generation.
Commission discussion centered on transportation analysis and enforceable mitigation. Several commissioners agreed with DDOT and OP that an updated CTR was unnecessary; Commissioner Wright asked that the final order include a condition directing the applicant to work with students to discourage illegal parking in surrounding neighborhoods. Commissioners also discussed intersection performance near Massachusetts Avenue and Wesley Circle and accepted DDOT’s position that existing conditions—not the campus plan—are the primary cause of failing operations; the commission relied on the applicant’s transportation management plan and performance monitoring plan as conditions of approval.
The commission also found the campus plan consistent with the Comprehensive Plan and other applicable criteria. Commissioners asked that performance monitoring remain part of the approval and expressed support for requiring the applicant to comply with future DDOT mitigation if monitoring indicates need.
Outcome: Final action approved 5–0. The commission instructed staff to include conditions reflecting the required Transportation Management Plan and performance monitoring; Commissioner Wright requested language encouraging the applicant to work with students to reduce neighborhood parking impacts.
