The District of Columbia Zoning Commission unanimously approved a modification to a previously approved PUD for a development on M Street that the applicant says will enable Passive House certification. The commission voted 5–0 to approve zoning case 22‑21A/2229 (Square 4465, Lot 34). Commissioner Evenmore moved for approval; the roll call recorded Commissioners Imamura, Hood, Miller, Stidham and Wright voting yes.
The applicant requested several changes to the approved design: replacing exterior stucco with EIFS (EIFS/EIFS-style cladding referenced in the record as EIFS/EIFS material), replacing Juliet balconies with fully functioning windows, removing a penthouse canopy and narrowing window sizes on the east elevation to address code issues. Office of Planning recommended approval in its report (Exhibit 4). The commission’s discussion emphasized the tradeoff between design/aesthetic concerns and the energy-performance benefits of Passive House certification.
Commissioner Evenmore said the passive-house pursuit ‘‘provides superior sustainability benefits’’ and indicated the modifications fall within the approved PUD parameters. Vice Chair Miller and Commissioner Wright supported approval while signaling reservations about EIFS; Wright requested notification when the Passive House certification is actually achieved. Commissioner Stidham likewise said the sustainability certification is commendable but noted the design changes would reduce occupant connection to the outdoors compared with Juliet balconies.
The commission asked staff to work with the applicant on a draft summary order and asked the applicant to provide documentation of certification when available. The Office of Zoning recorded the vote and directed the applicant to prepare a draft order with OZLD (Office of Zoning Legal Division).
Background: The modification was presented as a modification without hearing; Office of Planning recommended approval and the record did not include a response from the ANC at the time of the discussion.
The commission’s action authorizes the design changes as described in the record and conditions noted by OP; the commission did not reopen the earlier PUD approvals beyond the scope of the requested modifications.
