Board approves applying for VMRC permit and installing donated buoy to mark rock pile navigation hazard

The Board authorized staff to apply for a Virginia Marine Resources Commission (VMRC) permit to place a temporary buoy at a rock pile the county has identified as a navigation hazard, and to pay the permit fee. County legal counsel (Gregory) told staff there would be no county liability for applying, and supervisors approved the action after discussion of maintenance and long-term plans.
Officials said a buoy, its weight and some installation time have been offered as donations. County staff said the county would be responsible for installation, maintenance and any replacement if the buoy is displaced in a storm. Supervisors discussed pursuing longer-term remediation of the rock pile with private funding or abandoned-vessel funds if available.
Board members asked the VMRC to specify mooring and anchor construction guidelines in the permit; staff said they will monitor VMRC’s timeline on issuance. Supervisors voted in favor of applying for the permit, accepting the donated buoy and authorizing payment of the permit fee.
Chair Tadlock urged staff to coordinate with Lynn and Headley and to keep the board updated on VMRC’s timeline.
