Public Works staff said both projects are nearing final design and that contracting and notice-of-award timing could be delayed if bids are held for the full committee meeting cycle. To prevent schedule slippage during the construction season, staff asked the committee to authorize awards at the staff level and to report any awards at the committee’s next meeting. The committee approved the request by voice vote.
Committee members said they understood the request was procedural and intended to prevent timing gaps between meetings. No contract amounts or specific bidders were approved at the July 30 meeting; staff said final bids and budget checks will determine whether awards proceed under the delegated authority. Staff noted that East Mason was actively being advertised for bid and that other projects in the construction pipeline include Cass Street reconstruction (anticipated to start in September).
The delegated award authority applies only to staff-level contract awards that are contingent upon bids being within budgeted amounts; the committee will receive reports of awards at the subsequent meeting and items will still be presented to the full council as required by city procedures.
