Committee approves professional services agreements for Mather Street reconstruction real-estate work

The Improvement Services Committee voted Wednesday to authorize professional services agreements to complete real-estate tasks needed for the Mather Street reconstruction project.
Public Works staff said the Mather Street reconstruction is scheduled for 2027 and will require right-of-way and temporary-limited-easement work on an estimated 73 parcels. To complete property appraisals, appraisal reviews and negotiations under Department of Transportation (DOT) procedures, staff recommended contracting three separate firms: Streetland LLC for sales study and appraisal services in the amount of $42,500; Stereo Appraisal Services, Inc. for parcel appraisal review services in the amount of $15,000; and Moss and Associates LLC for real-estate negotiation services in the amount of $42,000.
Staff explained the three-firm approach follows DOT procurement norms: appraisal authors, review appraisers and negotiators are distinct roles. Staff added these are the same three consultants that worked on prior DOT projects and that the quoted prices are comparable to earlier work. Because real-estate acquisition tasks typically take a year to 18 months, staff proposed starting the contracts now to allow time for appraisals, reviews and negotiations prior to the 2027 construction start.
A motion to approve the contracts was moved by Alder Eck and seconded by Alder De Lee; the committee voted in favor. No amendments to the contracts were discussed during the meeting. Staff said the agreements are necessary steps in the DOT-compliant real-estate acquisition process; the committee’s approval will be reported to the full council for final action on Aug. 5.
The contracts cover appraisals, appraisal reviews and negotiation services only; no construction contract or property acquisition closing occurred at the committee meeting.
