Staff and commissioners agreed the effort should start with a board‑level workshop to draft an outline and identify who should provide comments (building department, sheriff’s office, prosecutor, and county clerk/treasurer as needed). One commissioner said the intent is to define whether fines are assessed daily or monthly and to consider how liens and collections would be handled if civil penalties are adopted.
