Okanogan County commissioners on Thursday approved two memoranda of understanding affecting county employees: an extension of the county’s contract with its campus security provider through Dec. 31, 2025, and a separate, one‑year agreement granting two additional floating holidays to a bargaining unit for the 2026 contract year.
Shelly Keesman, the county’s human resources director and risk manager, presented the items to the board and described the security contract extension. “The first is between the county and the noncommissioned that amends, the re the MOA to extend Pacific security until 12/31/2025,” Keesman said. She told the commissioners that, once the new contract is signed, the county plans to begin recruiting for campus security positions that will be added to the contract and that hires would ideally be in place by Jan. 1, 2026, though recruiting and civil‑service testing will take time.
Keesman also summarized an agreement with the Washington State Council of County and City Employees (AFSCME) covering prosecuting attorney and district court employees. “They requested additional floating holidays, and we came to the agreement of 2 additional floating holidays for 2026 contract year only,” she said.
Commissioners moved and seconded approval of both MOUs during the meeting. After brief procedural comments there was no further discussion and the board voted in favor of both items.
The staffing change described for campus security depends on the timely signing of the new contract and on recruitment through the civil‑service process; Keesman noted that the county would like to start recruiting as early as September to have staff by January. The AFSCME agreement applies only to the 2026 contract year, per Keesman’s presentation.
The actions concluded several personnel items on the consent agenda; commissioners did not add further conditions or amendments at the meeting.
