The Fillmore Unified Board received a first reading of statewide CSBA policy updates that the district is proposing to adopt or align with. Staff highlighted two items for trustees: a mobile-communication-device policy that differentiates expectations for high-school students (grades 9–12) versus TK–8, and an updated administrative regulation on the district’s response to immigration enforcement that staff said aligns with CSBA and the attorney general’s recommendations.
District staff said the proposed mobile-device language would allow students in grades 9–12 to use smartphones and similar devices during noninstructional time “as long as the device is used in accordance with school rules,” while TK–8 students would be restricted from using such devices while on campus. Staff noted principal-level student-handbook language will be aligned to the policy and indicated principals were updating handbooks for consistency.
On the immigration-response policy, Superintendent Shefferly said the draft aligns with law and CSBA/attorney-general guidance and will be reviewed with site principals, office managers and community liaisons at the start of the school year to ensure staff understand appropriate response procedures. The board discussed, and declined at this time to change, existing practice regarding compensation, swearing-in and restorative-recommendation authority for the student board member; staff recommended status quo.
All CSBA updates were presented as first readings; staff said they will attach the board’s current policies and the proposed language for trustee review and then bring any changes back as information or action items at a later meeting.
