City staff and the developer of OC Vibe told the Anaheim City Council the mixed‑use project is advancing and that multiple infrastructure and amenity components are scheduled to come online ahead of the 2028 Summer Olympics.
‘‘The goal is to allow patrons to start to utilize that garage in October,’’ said Matt Hicks, the applicant’s representative, describing progress on Parking Decks B and C, part of a larger garage system west of the Honda Center. City staff and the developer said the construction program includes a 5,700‑seat concert hall, a market hall and the first two residential buildings that will include newly constructed affordable housing for the Platinum Triangle.
Why it matters: Council members pressed staff and the developer for firm timelines because the city expects a substantive rise in visitor demand during the 2028 Olympic events scheduled to use Honda Center venues. The project includes public‑facing open space, and council members highlighted Meadow Park as a priority to be available in time for the Games.
Key points from the presentation
- Project status: Heather Allen (planning and building director) outlined infrastructure already completed (sections of River Road and Stanley Cup Way) and areas under construction (remaining River Road segments, Douglas Road, parking decks, Market Hall, concert hall and Urban Park). Items in review include South Plaza and Parking Deck A.
- Olympic acceleration: Matt Hicks said the team is accelerating Parking Deck A and Meadow Park so they can be completed before the 2028 Olympics. Meadow Park is described as a roughly 5‑acre park north of the site adjacent to the Santa Ana River.
- Affordable housing: Hicks and staff said the first two residential buildings will include affordable units, marking the first newly built affordable housing in the Platinum Triangle; the developer estimates a minimum of 300 affordable units across the project with the potential to reach 340 using an off‑site option.
- Honda Center upgrades: Hicks described roughly $1 billion of improvements either already underway or planned for the Honda Center, including reconfigured suites, new concessions and an expansion called Encore, which adds south‑facing public amenities and escalators to improve vertical circulation.
Council reaction and outcome
Council members praised use of union trades on the site and asked for details on park and garage timing. Councilmember Bayless noted the size and range of the affordable housing commitment and said it is ‘‘a really good commitment.’’ After discussion the council voted unanimously to approve the staff recommendation related to the item (roll call recorded as 7 ayes, no nays).
Ending: City staff said they will continue phased permitting and review for the next tranche of structures, and the developer said it will coordinate with city departments to enable use of parking and park spaces in advance of 2028 event needs.
