The Oklahoma City Economic Development Trust on July 29 approved an agreement to establish a capital reserve fund for the First Americans Museum (FAM) not to exceed $1,500,000. Kenny Sutil explained the action draws from $2,000,000 previously set aside by the Trust for future operations or capital needs; the current allocation would place $1.5 million into a capital fund per a plan submitted by FAM working with city staff.
Sutil said the funds are earmarked for capital improvements at FAM and provided a list of candidate projects, including chiller replacement, water intrusion remediation and glass replacements. He emphasized the funding was provided for such needs in prior agreements and that this action is an allocation to a capital reserve rather than new operating support. After the allocation, Sutil said about $500,000 would remain in the previously set-aside balance for potential future capital or operations uses subject to further Trust action.
Trust members asked for clarification on how the capital reserve differs from the museum’s annual operating funding; the transcript records that the museum receives a separate annual operations allocation (referenced as a $4 million budgeted amount for 2025–26). Sutil and staff clarified the $1.5 million is specifically for capital and that any future use of the remaining set-aside would require Trust approval.
The Trust took a motion and second to approve the capital reserve allocation; the item passed. Staff said they will manage the list of capital projects and report back as work proceeds.
