Grand County commissioners gave staff direction to develop a request for qualifications (RFQ) to conduct an artificial‑intelligence needs assessment for county operations, with an eye toward pursuing a matching grant through the Colorado Department of Local Affairs (DOLA) Civic Solutions Hub initiative.
County staff briefed commissioners on pilot projects in other Colorado counties and the potential of an AI needs assessment to identify department‑level processes that could be automated or made more efficient. “A needs assessment could be around $20,000,” staff said, and DOLA’s program may offer an administrative grant to cover part of the cost.
County Manager and staff described use cases including permitting, minutes/transcripts, internal workflows and grant writing. Commissioners indicated support for a stepwise approach: issue an RFQ for an assessment, use assessment results to pursue implementation funding, and coordinate with IT and legal for data accuracy, bias and procurement issues.
Commissioner Regner emphasized that AI outputs are only as good as the input data and urged attention to data quality; staff said they will consult the IT director and legal counsel before issuing the RFQ. Commissioners approved the direction to proceed with the RFQ.
What’s next: staff will draft an RFQ for a needs assessment, consult with DOLA about matching funds and return to the board with cost estimates and potential grant applications.
