Separately, county staff requested direction to advertise a request for qualifications (RFQ) for a long-term lease of the Flying Heels Arena. The board agreed to direct staff to proceed with the RFQ but asked staff to consult with the Bureau of Land Management (BLM) first to confirm that any future lease language would comply with the patent and the property's recreational-use requirements. The board said the county must remain the overall controller of the facility and that any lease should preserve recreational purposes enumerated in the patent.
Commissioners stated that a lease should allow scheduled events to have priority use while leaving access for recreational practice and smaller user groups when events are not scheduled. The board instructed staff to include restrictions in the RFQ and lease language to prevent nonrecreational commercial conversion of the site.
