Staff said the rebid should allow more contractors to compete and could reduce the unexpectedly high bids the county received earlier.
At Kremmling: staff reported the previous single bid was nearly double the estimate and that FAA technical specifications (P‑209 asphalt base course) may be relaxed to a P‑208 specification appropriate for apron surfaces, which would lower cost. The county had a reimbursable grant request for $1,783,000; that reimbursable portion and a local match of $45,730 are expected to roll into the 2026 project if FAA grant award and bidding proceed.
At Granby: county staff described two 2026 items in the state capital-improvement plan — a PAPI (precision approach path indicator) light upgrade with an estimated FAA/state reimbursement of about $140,605 (county match $3,605), and design funding for Runway 09/27 rehabilitation under a state-only program with an anticipated state allocation of approximately $410,000 and a local match of about $49,160; the rehabilitation construction would follow in a later year. Staff recommended follow-up with CDOT to determine whether the Granby runway design schedule can be shifted to ease county cash-flow demands while Kremmling work occupies 2026 resources.
Commissioners asked staff to investigate whether Granby design work could be delayed a year to avoid overlapping large projects in 2026 and to return with options for scheduling and funding. No formal board action was taken at the meeting.
