Commissioners approve $25.6 million guaranteed maximum price for Granby EMS station

Grand County commissioners voted June 24 to approve a guaranteed maximum price (GMP) amendment with Big Valley Construction for the new Granby Emergency Medical Services station.
Grand County project manager Jeff Hickam presented the GMP amendment at $25,635,596 and said the number could be reduced as the design team scales back premium fixture allowances. Hickam noted the GMP does not reflect a previously awarded $1,800,000 grant; that grant will lower the county’s net obligation by that amount.
County finance and project briefings provided additional context: the overall project budget is $31,600,000. Of that total, about $25,000,000 is expected to be financed with certificates of participation (COP) the board previously approved; EMS has also contributed about $5,000,000 from its saved funds covering transfers made in 2024 and 2025. Project staff said other owner costs (tap fees, furnishings and equipment) totaling roughly $2.5 million were moved from the contractor’s allowance to owner costs to improve cost certainty.
Commissioner discussion focused on cost-containment steps, including substituting commercial-grade rather than top-of-line fixtures and reducing contingency (project was reported to be at about 3% contingency). The board voted to approve the GMP amendment (document A133-2019, Exhibit A) and authorized the chair to sign all applicable documents.
Commissioners thanked Big Valley Construction and project staff for keeping the schedule and allowed construction to proceed so on-site work can begin. The motion passed by voice vote.
