County authorizes contract amendment for asphalt testing and paving on County Road 60

The Grand County Board of County Commissioners on Tuesday authorized a contract amendment with United Companies to allow the contractor to test asphalt specifications on County Road 60 and to pave additional sections if agreed.
County staff described two options: allow United Companies to place 3 inches of asphalt over a 3,000-foot test section at no cost to the county, with the county covering an extra inch to meet the county engineer's 4-inch standard (estimated county cost $49,200); or approve paving the full stretch from the existing asphalt to the gravel-pit entrance (about 8,000 total feet) at a quoted total of approximately $375,000, including the additional inch to reach a 4-inch depth.
Dave Buckley of United Companies told the board the contractor wanted to test asphalt that meets Colorado Department of Transportation specifications for an adjacent US 40 project; if the product failed, the company has agreed to correct or warranty the work. County project manager and road officials said prep work will be handled by Road and Bridge staff and was already budgeted.
Commissioners weighed the immediate budgetary and scheduling trade-offs. Staff reported Road and Bridge was approximately $100,000 to $150,000 under budget on current paving bids (not including County Road 1), and noted that undertaking the full County Road 60 paving could affect the ability to complete County Road 1 this year. Commissioners emphasized traffic controls, speed enforcement, and that paving would not change any current special-use-permit truck limits for the gravel-pit.
After discussion, a motion to amend the contract to allow the additional paving and to authorize the chair to execute the amendment passed on a voice vote. Commissioners also asked staff to ask United Companies to hold or lock pricing for a potential County Road 1 project next year and to clarify mobilization and scheduling.
Staff clarified that the contractor would put in the south lane first, then the north lane, and that Road and Bridge had already begun prep work in the first section.
