County Manager Ray Reers and Human Resources Director Shanda Johnson presented the proposal, which would: create a combined Finance Director/Assistant County Manager position (one pay grade above the previous finance director), create a Strategic Projects Manager position (evaluated by HR at a higher pay grade), and reassign grant-management and record-keeping duties to the existing Financial Analyst position. The plan also contemplates dissolving the current Grants Writer/Manager role and reevaluating a vacant Business Analyst role.
Reers said the combination aims to reduce the county manager—s span of control and provide higher-level project management for strategic initiatives, while Johnson said market analysis and internal leveling informed proposed pay-grade changes. "When I evaluated this position, it was really the projects and the project management that elevated this position to the higher pay scale," Johnson said.
Commissioners expressed mixed views. Two commissioners supported posting the Finance Director/Assistant County Manager position promptly and directed staff to proceed with posting that job. Several commissioners said they wanted to keep an experienced grant writer in place at least through the near term to avoid missing current grant opportunities, and one commissioner objected to raising the proposed Strategic Projects Manager two pay grades above other comparable positions without clearer evidence of scope.
The board agreed to: post the Finance Director/Assistant County Manager position; shift grant-management record-keeping and compliance duties to the Financial Analyst (the analyst—s incumbent was reported to have capacity to absorb added duties); and retain the current Grants Writer role for the short term while monitoring capacity. Commissioners asked HR to revise job-description language (for example, preferred qualifications phrasing) and to return with a consolidated summary of the board—s direction.
