Flandreau City Council approved the electric department’s purchase of a new vacuum excavator using funds already budgeted in the 2025 capital outlay.
City staff reported that the department requested a Ditch Witch–style vacuum excavator because the current unit, purchased in 2003, has reached the end of its useful life after heavy daily use across electric, sewer and water work. Staff said the quoted price is $89,992.82 and that the council had budgeted $100,000 in 2025 for this capital purchase.
Electric staff explained the safety and operational benefits: the vacuum excavator is the safest way the crews have to expose underground infrastructure without cutting lines, and the newer model includes features such as a heated system to help in winter. Staff also proposed transferring the existing vacuum to the sewer department, where it would see lighter-duty use in manholes and be easier to maintain.
Alderman Vargen moved to proceed with the purchase from the preapproved capital outlay funds; Alderman Allers seconded and the council approved the motion. Staff said no additional budget amendment was required because the capital line item already existed.
Less critical details: staff said past investments (a pole puller and auger attachments for the skid steer) have reduced the city’s reliance on the digger truck, which influenced planning for equipment needs and capital priorities.
