Gilpin County commissioners discussed on June 10 whether non-elected county offices should close on Thursday, July 3, 2025, after elected officeholders notified the county manager they will close that day. The board did not adopt the proposed resolution and instead directed county management to coordinate coverage and public messaging.
Why it matters: July 4, 2025 falls on a Friday; elected officials said they intend to close their offices on the preceding Thursday, which would leave parts of the courthouse closed while some county departments remain open. Commissioners raised concerns about public convenience, consistency and the need for at least minimal coverage.
County Manager Reyes told the board that the employee handbook already treats many holidays as "floating" — employees receive paid holiday hours that may be scheduled with supervisor approval — and that elected offices may independently choose to close. HR Director Shanda Johnson confirmed directors can stagger staff schedules so offices maintain coverage.
Commissioners debated options including: (1) adopting a resolution to direct closure of non-elected offices on July 3; (2) leaving operations to director discretion and supervisor coordination; or (3) trying a one‑time trial closing. Several commissioners said they prefer keeping some offices open for public access, with reduced staffing or staggered schedules.
Manager Reyes and HR Director Johnson said they will coordinate with department directors to arrange minimal coverage for public-facing services on July 3, issue public notices through county channels and reassess after the holiday. The draft resolution (Resolution 25-077) was not moved; no BOCC action was taken.
Looking ahead: staff will implement a staggered staffing plan for July 3, publicize which offices will be open, and return to the board if public feedback or operational issues suggest a policy change is needed.
