County OKs $765,000 multiple-site contract to repair parking lots, fix drainage

Gilpin County commissioners voted 3-0 June 10 to award a multiple-site civil construction services contract to Chato Suarez Company LLC for roughly $765,000 plus or minus 5 percent to repair parking lots, address drainage issues and replace sidewalks at county facilities.
Why it matters: a 2023 county facilities evaluation and a 2024 engineering study identified widespread drainage and pavement failures — and potential foundation issues at the community center — that threatened long-term damage to county buildings and public access.
Facilities Manager Ryan Keenan summarized a process that began with a county-wide asset evaluation in 2023, followed by engineering borings and plan sets from Bowman Engineers. Keenan said the county originally budgeted more than $2 million to cover worst-case foundation work; the engineer’s study reduced uncertainty and the lowest responsive bid came in at about $765,000 for the work that engineers recommended.
The resolution delegates contracting authority to the county manager so work can proceed without returning to the board for each change order. Keenan told commissioners the justice-center front parking lot is the priority so site work there does not delay related projects elsewhere.
Commissioners asked about schedules; Keenan said start dates depend on contracting timelines and on updated project schedules the contractor will provide if the award is approved. The board adopted Resolution 25-075 authorizing the county manager to execute the contract and permitting a +/-5 percent contingency.
Looking ahead: staff will request an updated construction schedule from the contractor and coordinate phasing so high-priority sites — including the justice center entrance — are completed first to reduce operational disruption.
