Council approves 2025 IGA with RTD for partial reimbursement of Inglewood shuttle

City redevelopment staff presented an intergovernmental agreement with the Regional Transportation District (RTD) for the Inglewood shuttle service and council approved the 2025 funding agreement on July 21.
Chief redevelopment officer Dan Paramba told council the RTD reimbursement for baseline shuttle services for 2025 is $579,286 and that the city’s projected contribution is $99,728, including fuel. Paramba said the three-year RTD partnership program helped the city in 2024 to purchase two new vehicles and to expand service hours; the expanded hours added roughly 28.5 service hours per week. He said the city’s share of total shuttle operating costs is now “just a little bit under 10%.”
Paramba said the IGA covers only the 2025 year because RTD takes time to finalize agreements; the city relies on RTD-approved funding in its service planning. Council approved the IGA in a recorded vote.
Paramba and council discussed possible future uses of excess funding for on-demand service or adding vehicles to serve areas south of Hampton if partners and budgets allow. No further formal actions were taken beyond approval of the 2025 IGA.
