Landmarks Commission approves vinyl basement window replacements for 54 West Mound Street

At its July 28 meeting the Canal Winchester Landmarks Commission approved an application to replace eight basement windows at 54 West Mound Street with vinyl windows rather than the glass‑block units the owner originally proposed. The property is listed on the city’s historic inventory and was described in staff materials as constructed about 1830. The commission’s approval requires the small square window, the long three‑pane rectangular window and the window that contains a dryer vent to be fixed, single‑pane units; the remaining basement openings were approved as operable sliding windows with a simulated vertical divided light in the center. Staff said the applicant will receive an approval letter that identifies each window so the installation matches the commission’s motion. Commissioners and staff discussed visibility and historic appropriateness during the review. Staff noted five of the eight basement openings face Elm Street and therefore are more visible from the public right‑of‑way. The commission raised concerns that glass block is not a material typical of an 1830 house and that it had not approved glass block in recent years; several members said they preferred a vinyl replacement designed to match the existing window pattern and to provide some operability for ventilation where needed. The applicant told the commission the basement openings are a mix of wood and metal framed units, that some panes were damaged and that the proposed manufacturer is Provio with Evolve Egress as contractor. The applicant said existing iron grates around some openings would be retained and that landscaping would be added to screen the west side windows facing Elm Street. The motion approved by the commission specified the three fixed windows and the remainder as sliders with a vertical center divider. The commission recorded a roll‑call vote in favor: Roger White, Linda Henry, Patrick Lynch, Pete Lynch and Rich Davenport voted yes; the motion passed. Next steps: staff will issue an approval letter marking each window as the commission directed and the applicant may proceed with permitting and installation.
