Sunbury — At third reading July 30, council approved Ordinance No. 2025.24 to expand the city's Community Reinvestment Area (CRA) and amend related resolutions, and staff described a companion second‑reading ordinance establishing a tax increment financing (TIF) mechanism tied to a Northport residential hotel.
The ordinance authorizes expanding CRA number 0417560201 and amends prior approvals; council passed the emergency motion by roll call. City staff described the TIF ordinance in plain terms to the council as establishing a municipal public improvement tax increment equivalent fund to collect service payments and use those proceeds for public infrastructure benefiting the parcel.
Staff clarified that the public infrastructure funded by the residential‑hotel TIF would include a public water line that will serve other development in the area and that any additional proceeds are earmarked for Sunbury Parkway projects — including right‑of‑way acquisition, bike trails and walking trails — not solely the hotel. Staff emphasized these uses are listed in the ordinance language.
Council also received a first reading of a resolution approving agreements and instruments related to the development and construction of public infrastructure improvements in conjunction with Woodland Lake; that item was read only and returned for later consideration.
Councillors approved the CRA expansion and the TIF procedural readings; the legal and financial instruments and final schedules will return to council in upcoming readings.
