Deltona planning board elects interim chair, vice chair and secretary amid thin quorum

The City of Deltona Planning & Zoning Board elected interim officers during a meeting where members said they had only a bare quorum.
Pat Northe was elected interim chair by a voice/roll-call vote that the board recorded as passing “3, 1.” After the chair vote, the board selected Ruben Munoz as interim vice chair by acclamation and Allen Pfeiffer as secretary by acclamation.
Board members discussed deferring the officer elections until a later meeting. A motion to withdraw the elections and schedule a special meeting failed for lack of a second, returning the meeting to nominations and votes. Board counsel advised that under Robert’s Rules of Order nominations may be made without a second.
Board member Ruben Munoz made the motion to approve the chair appointment; Allen Pfeiffer seconded other motions during the meeting. Members noted some uncertainty about which appointed and alternate members were present that night and asked staff to provide biographies of regular members before the next meeting.
The nominations and results were conducted in open session. The board proceeded with elections so the meeting could continue with the rest of the agenda.
Minutes from the board’s May 19, 2021 meeting were also approved by voice vote during the same session.
