At the same time staff reported an unencumbered balance of $92,785 in the discretionary fund and said $9,000 was encumbered to the Clearwater Arts Alliance. The board also recorded the $8,500 encumbrance to the FYI mural project approved during the meeting. The board clarified that the listed balances did not include future project commitments.
Board members discussed how some capital projects had previously contributed developer funds to the discretionary account when on‑site public art was not feasible; staff noted that contribution is currently voluntary. The board asked staff to present purchasing and oversight practices to ensure proper use of allocated funds; staff said they will present implementation details to city council as needed.
The board's adoption of the assistance write‑up formalizes how future neighborhood and advocacy‑led projects will be evaluated for tiered support from the discretionary fund.
