Board explores virtual exchanges, digital gallery and online Japanese learning as pandemic alternatives

With in-person exchanges disrupted by the pandemic, Clearwater's Sister Cities Advisory Board on Oct. 22 discussed several virtual alternatives to sustain contacts with Nagano and other prospective sister cities. Christopher Albert proposed three ideas: virtual student exchanges through Zoom or WebEx, a reciprocal digital artist gallery hosted by Clearwater Cultural Affairs, and a Japanese-learning e-center with curated videos and tours.

Albert said virtual student sessions could be arranged at times convenient for both cities despite a 12- to 13-hour time difference, possibly using weekends. Board members who had participated in prior exchanges described orientations and student-created presentations — photo books and short PowerPoints — as effective ice-breakers and said those could be adapted to the web. Lucas, a former exchange participant, described using short personal presentations in orientation as a quick ice-breaker when language barriers exist.

Board members also suggested partnerships to expand reach: working with the tourist development council for b-roll and promotional footage, involving local Rotary clubs as a speakers bureau, and coordinating with Nagano's educational board for school-based virtual exchanges. No formal pilot program was approved; staff was asked to follow up with Nagano and report back on feasible formats and potential partners for production and promotion.
