Board approves North Side drainage project with Hidalgo drainage district cost-share, moves forward on roofing and design-build procurement

The Edinburg Consolidated Independent School District moved forward on several facilities projects at its July 29 meeting, including a long‑planned drainage project for the North Side neighborhood and procurement actions for school-site improvements.
Board members reported that the North Side drainage repair — intended to address recurring flooding in the Amber North area — was approved after review in the facilities committee. Administration said the district is partnering with the Hidalgo Drainage District and a county drainage district, which will provide manpower and cover about 50% of the project cost, according to staff. An easement offered by a local Kubota property owner will allow the project to proceed without removing existing asphalt, staff said.
Trustees specifically thanked the district engineer, identified during discussion as Mr. Posadas, and the county drainage district for supporting the project. The board approved the facilities item by voice vote and noted the project team hopes to complete work by December, subject to permitting and scheduling.
The board also approved a request for qualifications (RFQ) for design-build services and later approved a competitive sealed proposal for roofing improvements at the Gil Garza Medical Transportation Shop, authorizing administration to negotiate a contract with the highest-ranking vendor. During the roofing procurement vote, one trustee abstained, saying the recommended vendor lacked experience on the specific type of project; the board proceeded with the motion and the item passed.
One procurement—an item for “Bill Garza” proposals—was pulled from the agenda for additional discussion in a back-room review. Board members indicated several facilities items had been vetted in committee before full-board consideration.
No binding project contracts were finalized in open session beyond authorization to negotiate with the selected roofing vendor; staff will return with executed contracts and implementation timelines when available.
