The Edinburg Consolidated Independent School District board approved the distribution of teacher-incentive allotment funds at its July 29 meeting. Trustees voted to approve the item on the action agenda after brief discussion.
District staff explained that the allotment follows established practice for stipends that are TRS-eligible. For this distribution, teachers will receive approximately 90% of their award after standard payroll deductions, the staff said: federal withholding, FICA, the teacher’s Texas Retirement System (TRS) employee contribution and TRS insurance deductions.
A board member asked where the district’s 10% share was budgeted; staff responded that the district will use its allotted 10% to pay employer-fringe costs associated with the payout. A staff explanation to the board used a numerical example: an $18,000 award less the 10% district portion and required deductions would yield a substantially smaller net payment to the teacher after taxes and retirement contributions. The board asked staff to provide a centralized letter to award recipients clearly showing gross award, each deduction and net pay so recipients understand how the stipend is calculated.
Trustees approved the distribution by voice vote. The motion carried with no formal roll-call tally announced in open session.
The allotment is designated as TRS-eligible; staff said the district treats the stipend as a payroll-processed allotment so that employee contributions and applicable deductions are handled through payroll.
The board did not change the allotment’s plan design during the meeting. The district said it will produce written communications for recipients clarifying net payouts and deduction categories.
