Board approves downtown street closures, noise exemption for Muncie Outreach event

The Board of Public Works and Safety approved street closures and a noise exemption for Muncie Outreach’s event planned for downtown Muncie on July 30.
Brett Ellison, executive director of Muncie Outreach, told the board the proposal would close South Walnut Street from East Charles to the roundabout and Mulberry from East Charles to the roundabout; vendors will use Walnut for booths and Mulberry for food vendors. Ellison said the road closure would begin at 9 a.m., vendor setup would start about 11 a.m., the event would run from 2 p.m. to 7 p.m., teardown would occur 7–8 p.m., and additional cleanup would continue until 9 p.m., when roads would reopen.
The board asked about signage and notifying downtown businesses; Ellison said the group notifies businesses and uses social media to alert the public. After a motion to approve both the street closure and the noise exemption and a second, the board carried the measure by voice vote.
The approved permissions include use of Camden Commons staging area for sound equipment and vehicle access during setup and takedown. Ellison said the organization has run the event in the same location for five years.
The board did not attach any additional conditions in the meeting transcript; the signed closure and noise-exemption documents will be provided to the applicant after the meeting.
