Wichita County Commissioners on July 29 adopted a new set of regulations governing RV parks, tiny homes and campground facilities after a public hearing and committee review.
The regulations, which the court discussed at a public hearing opened at 10:08 a.m., were the product of a committee that included county commissioners, local builders and representatives of the development community. Commissioners voted 5-0 to approve and adopt the rules following the hearing.
The regulations were described by a commissioner on the committee as “comprehensive yet not too rigid,” designed to allow development while setting standards to limit negative effects on nearby residents. Material the court reviewed included a takings impact assessment completed the previous month and comparisons with similar orders in other jurisdictions.
During the public hearing the court received comments and then closed the hearing at about 10:11 a.m. Commissioner Watts made the motion to adopt the regulations; Commissioner Fincannon seconded it. The motion carried unanimously.
The court noted the local construction demand and an expectation of increased interest in these kinds of developments; members cited the need to “get ahead of the problem before it occurs,” referencing difficulties other West Texas communities experienced when unregulated facilities arrived quickly.
County staff who helped draft and coordinate the regulations were thanked by commissioners for their work shepherding the rules from committee to a final vote. The court did not adopt any separate fee schedule or immediate implementation timeline in the public discussion; the vote adopted the regulations as presented.
The action applies to unincorporated areas of Wichita County and took effect upon formal adoption by the commissioners. Further administrative steps or permitting processes to implement the regulations were not detailed in the public hearing discussion.
