Howard Matts, a Tom Nevers East resident, told the HTC Sign Advisory Committee on July 29 that several new posts and attached signs had been installed in his neighborhood and that neighbors consider them inconsistent with the area’s rural character. Matts said the posts appear to have been installed by the Tom Nevers Homeowners Association and described the posts as “at least eight‑foot post[s] with the signs mounted” and “gratuitous” additions that “mar the character of the neighborhood.”
Committee members acknowledged Matts’ comment during the public‑comment portion and later discussed the matter under enforcement. A commissioner who said they also live in Tom Nevers East described similar installations, displayed photos during the meeting and said the posts did not match historic neighborhood signage. Committee members noted there is precedent for reviewing traffic/directional and neighborhood posts under the sign guidelines and agreed staff should follow up.
Staff member Nikki Sheriff said she would review the sign‑book sections governing traffic and directional signs (citing the meeting discussion of sections covering size and DPW standards) and undertake property inspections as needed. Commissioners asked that the committee chair and staff send a notice to the HOA and to copy the HDC chair. Commissioner remarks requested that the HOA be asked to submit applications for existing posts and for planned new signs so the committee can review design and placement. No formal enforcement vote was taken; the committee directed staff to notify the HOA and to inspect the sites and report back.
The committee also flagged consistency concerns for other nonconforming signs noted elsewhere in town and asked staff to continue issuing notices and escalating to citations when noncompliance persists. Sheriff reported on separate enforcement activity (receipt confirmations and property inspections) for specific properties during the meeting.
Members emphasized the difference between discussing an item raised in public comment and taking enforcement action: the committee agreed to request formal submissions from the HOA and have staff pursue notices if the signs remain without application. The committee did not order removal at the meeting; it directed staff to open an enforcement inquiry and coordinate with the HOA and the HDC chair.
