Both received favorable recommendations from the planning commission and passed the board’s first-reading votes (each first reading recorded 16 yes, 1 no, 2 absent).
Separately, the board completed second readings and adopted rezonings converting A-1 to R-1 for parcels on Highway 141 North and Walnut Grove. The Highway 141 North rezoning passed on second reading 18–0; the Walnut Grove rezoning also passed on second reading 18–0. The chair closed the public hearings on those items after calling for speakers and recording no public testimony on the two A-1-to-R-1 items.

Commissioner Landon Gully made the motions to approve the Halltown rezonings and Commissioner Chris Gregory seconded; the clerk directed electronic votes. Members who voted no on the Halltown first readings were recorded in the electronic tally; one member was absent for those votes. The planning staff and the chair noted that sewer availability affected density on the two Halltown parcels.
The board left open the public record on Halltown only to the extent required by the two readings process; both Halltown rezonings had only completed first readings, while the Highway 141 North and Walnut Grove rezonings completed second readings and were adopted.
