Council awards $362,008 contract to repair water damage and remodel small gym at Bill Johnson Community Activity Center

The city awarded a contract July 29 to Jason Lau Construction LLC for remediation and renovations at the Bill Johnson Community Activity Center small gym, staff said. The construction contract was $362,008.83 with budget authorization of $434,410.59; staff said part of the funding comes from bond proceeds and part from impact fees.
Director Steven Malone told the committee the project responds to four years of water intrusion and deterioration in concrete masonry unit (CMU) walls; work includes replacing up to 140 CMU blocks, exterior waterproofing to subgrade, site grading and drainage improvements and selective wall removal to create a viewing area for gymnastics. Malone said construction would start Sept. 1 with completion around Oct. 20 and gymnastics move‑in planned for early November.
Programmatic context: Malone said the work is phase one of a three‑phase approach to reduce program compaction in gymnastics and performing arts. Moving the gymnastics program into the small gym would free about 5,700 square feet elsewhere and relieve current overuse (staff said gymnastics currently operates at about 163% of intended capacity). Later phases will address roofing, HVAC and classroom remodels at the Crabapple Center and further renovations at the physical activity center to expand capacity.
Council action: a motion to award the contract passed unanimously. Staff said the schedule and funding are in place to allow the gymnastics program to expand capacity for fall and winter programming.
Operational note: staff provided a project schedule and financial breakdown; the committee asked no amendments at the meeting and approved the contract as presented.
