The Osceola County Board of Supervisors approved a pay application for the county jail remodel covering work through July 1 and heard a detailed construction progress update from the project manager.
Project staff reported that an oil-sand separator is installed in the bagel sally port, about 55% of underground plumbing is in place, and about 25% of underground electrical work is complete. Contractors had prepared interior footing grades so work can proceed when underground utilities are finished. The project manager said precast and steel work (bar joists) has been submitted for fabrication and that the erection subcontractor aims to sequence the work so precast and steel installation can occur in phases.
On the pay application, the project manager recommended acceptance of standard fees and reimbursables, citing construction-phase and on-site construction-management fees, pallet-jack costs (staff adjusted sales-tax calculations) and lab-testing invoices. The pay application included larger contractor invoices for general construction and electrical work; staff reported interest earnings for March–May and said June interest would lower an indicated overrun. Supervisors asked clarifying questions about the overrun and receivables; staff said the apparent shortfall relates to timing and that available general-fund transfers had been budgeted earlier in the year.
Supervisor Schulte moved to approve the pay application dated 07/01/2025; Supervisor Loring seconded the motion. The board approved the payment on a unanimous voice vote.
Supervisors requested the project manager coordinate with the city on street restoration and gas service connection timing, and to report back if change orders or unexpected overruns require board action.
