Commission approves church expansion and a small personal care home with conditions

The Planning Commission approved two separate special‑exception items affecting community services: North Griffin Church’s request to expand onto an adjacent R‑1 parcel for parking and small additional buildings, and a permit to operate a four‑bed personal care home at 65 Jones Road. For the church expansion (application 25‑09S), Brian Griffin and Charlie Steck, both board members, described the congregation’s long presence on LaPrade Road and a need for more parking and space for future ministry activities. Staff explained the special‑exception criteria: the combined lots will exceed road frontage and acreage thresholds, but the submitted site plan will require a planted 25‑foot buffer along side and rear property lines and a minor adjustment to ensure one accessory building meets required setbacks. Commissioners approved the special exception with conditions and directed staff to verify buffer planting and setback compliance during plan review. On the personal care home (application 25‑12S), applicant and operator Corey Mangum said the proposed facility would house no more than four elderly residents and provide 24‑hour on‑site care. Staff confirmed the lot and house meet minimum requirements (3 acres and house size for up to four residents) and noted that state licensing (Department of Community Health), building inspections and Fire Marshal approvals are prerequisites before a business license and operation may begin. Commissioners voted to approve the special exception with the staff conditions that inspections and licensing be completed prior to operation. Both items will advance to the Board of Commissioners for final action on the August 28 agenda where required by county procedure.
