Why it matters: StreetScan provides a data‑driven pavement assessment (similar to lidar/road‑scanning tools) so the city can prioritize repaving, reclamation or thin overlay treatments and evaluate bids and project scopes objectively. Staff said the inventory will also include state‑owned roads that pass through the city so the city has evidence to present to the state for prioritization.
Details: Devlin said the system can make triage decisions more algorithmic — for example, identifying where a thin overlay will extend pavement life versus where a full reclaim is necessary — and will be integrated with the new CIP. The vendor did not scan trails as part of this contract but may add that service in future years.
Next steps: Funding for years two and three was approved; staff will work with the vendor to finalize data collection and integrate the results into capital planning and future budget discussions.
