The deputy city manager, Sarah Devlin, told the council the consulting committee reviewed three proposals and recommended Barry Dunn because the firm’s scope fit the city’s budget and offered an online, public‑facing tool for managing priorities.

Devlin said Barry Dunn had done the city’s comprehensive plan, providing useful continuity.
