Commission approves two ARPA fund transfers for Quincy and Franklin projects

The Norfolk County Commission voted to approve two transfers of ARPA funds during its July 9 meeting.
Director Cronin presented the first request: the city of Quincy asked to move $12,924.35 from ARPA account 10‑17 (an infrastructure project category) to ARPA account 13‑23 (another infrastructure project), citing a surplus in the original award. "They're moving it from ARPA 10 17 to ARPA 13 23. The total sum is $12,924.35," Cronin said. A motion was made, seconded and recorded as approved by voice vote.
The commission also approved a transfer requested by the town of Franklin. Franklin had an $86,000 surplus in ARPA account 12‑35 (a mental-health clinician program) and sought to move that amount to ARPA account 10‑45 for a previously approved stormwater improvement project. Cronin described Franklin's program as "one of the two in Norfolk County that were kind of unique," and commissioners approved the transfer by voice vote.
Both transfers were carried with motions and seconding recorded in the minutes; the transcript records the chair asking for and receiving ayes for each item.
