The Paris City Council voted 7-0 to approve a new Community Development Analyst position in the Planning & Community Development Department, converting funds previously budgeted for a Community Development Coordinator. City staff emphasized that the change does not add headcount; rather, the city will repurpose the existing budgeted position’s funds for a different job description and responsibilities.
Staff told the council the analyst will report to the Planning & Community Development director and will assist with training and implementation of a new 3-1-1/myParis Connect platform the city plans to deploy, support the upcoming comprehensive-plan update, and implement recommendations from a recently adopted housing study. The role also would bridge communication between technical teams (IT) and user departments, draft technical and functional requirements, and develop staff training.
Budget staff said the previously budgeted coordinator position was not filled this fiscal year and those funds were available to support the analyst’s salary and benefits; staff recommended placing the position at pay grade 195. Councilmembers asked clarifying questions about work redistribution; staff said permit-technical tasks have been reassigned and the analyst will focus on planning, training and software implementation.
