Streator council approves amendments establishing changes to TIF Districts 2 and 6

The Streator City Council on a unanimous vote approved a set of ordinances that amend the redevelopment plan for Streator TIF District 2 and establish a new Streator TIF District 6. The package included three ordinances for TIF District 2 — an amendment to the redevelopment plan, designation of the amended project area, and adoption of tax increment allocation financing — and three parallel ordinances for TIF District 6, the council was told. City staff said the TIF 2 amendments remove a proposed development site for the Bank Station project and add adjacent lots to create continuity with properties north of the assumed site. For TIF 6, staff described a new district that will include properties from a former church site east toward the Owens property; the council emphasized that establishing a district does not create any development agreement. Council member K. Tim Geary moved the first ordinance for TIF 2 and Debris seconded; additional motions for the related ordinances were made and seconded in turn. Roll call votes for the ordinances recorded Council member Danko, Council member Gary, Council member Reid and Council member Marybeth as voting “Aye,” and each ordinance passed. City staff also noted that a public review board had met to review the amendments; IVCC (Illinois Valley Community College) was identified in the record as a party that attended the meeting. The council confirmed that the actions approved at the meeting only establish or amend the TIF districts and that any project-specific incentives, agreements or developer contracts would require future council action. No public comments or separate motions to delay or refer the items were recorded.
