The decision followed a presentation by Brian Marvin, the city’s property maintenance enforcement officer, who summarized inspections and historical records showing complaints dating back to 1996 and photographs from 2015 through 2024. Marvin told the board the interior inspection under a search warrant found "food left in the kitchen," "rats squealing" and water-damaged, failing ceilings, and he recommended demolition. "I recommend this place be demolished," Marvin said.
