Rock Island council pauses vote on four-month moratorium for homeless services after public outcry

The Rock Island City Council voted to postpone action on a proposed resolution that would impose a moratorium on new boarding houses, congregate living facilities, detox centers, food pantries, emergency shelters, halfway houses, soup kitchens and transitional housing until Nov. 24, 2025. The council set a new date to reconsider the measure on Aug. 25.
The proposal drew more than an hour of public comment from nonprofit leaders, clergy and residents who said a temporary ban would block urgently needed services and disrupt organizations preparing to open. Christy Adamson, founder of Third Place QC, said the moratorium “sends a chilling message that people in crisis are a liability that can be delayed, not neighbors to be supported.”
