Council extends water‑conservation participation agreement with MODOC through 2035

Management analyst Sean Sabo briefed the council on a proposed second amendment to the city’s water conservation participation agreement with the Municipal Water District of Orange County (MODOC).
Sabo said MODOC supplies imported water to Seal Beach and 26 other member agencies and administers regional water‑efficiency programs funded by the Metropolitan Water District of Southern California.
The amendment would extend the existing agreement, first established in 2015 and amended in 2017, through June 30, 2035, and make limited administrative revisions. Sabo said the city’s projected participation cost for fiscal year 2025–26 is $8,000 (the amount was included in the adopted FY 2025–26 budget).
Council questions focused on incentive levels. Sabo said rebate amounts vary by customer type (residential, commercial, public property) and that the turf‑replacement commercial incentive would increase from $3 to $5 per square foot under program changes discussed at the meeting.
Action: Councilmember Kalmick moved approval of the amendment; Councilmember Seneckel seconded. The motion carried 5‑0.
