Regional planning commission approvals, driveway-grade change, and county planning authority relinquished

Council reports indicated the Clinton Regional Planning Commission met July 14 and approved several final plats and a final site plan, and the council approved a related resolution to relinquish regional planning authority.
Councilman Hatmaker reported the commission unanimously approved final site-plan approval for an Anderson County project on Card Farm Drive (zoned R-1) for a new Anderson County bridal shelter, pending required corrections. The commission also unanimously approved a three-lot final plat for property on Liner Street (zoned R-2) submitted by Bartzak Holdings LLC and a five-lot minor plat for property at 920 Loyce Street (zoned R-2), with the applicant coordinating with utilities because a gas line crosses an access easement.
The planning commission recommended and the council noted two identical amendments to subdivision regulation Article 3, Section A9 to revise the maximum allowable grade for local streets by deleting 10% and inserting 15% to address driveway and site challenges for new-home construction. Council reported these amendments passed unanimously at the commission.
Separately, the council adopted Resolution 851 to relinquish the commission's regional planning authority; city staff and council members said the commission had not been acting outside city boundaries in practice and that making the commission strictly municipal would formalize current practice. The county must also pass a corresponding action and the state will be notified as required when the status change is finalized.
Council recorded no public objections during the report and the various planning items were described as passing unanimously at the commission review stage.
