Council adopts updated personnel policy with modest benefit increase for retirees

The Clinton City Council approved an updated personnel policy that includes revisions to dress and hygiene guidelines, standards for employee use of city technology and vehicles, drug-free workplace language and an increase to the retiree insurance supplement.
City staff said the update is required under a standing resolution (General Government Resolution 18 adopted 04/26/2021) that directs the city manager to maintain and update the personnel policy. The changes were presented as routine and included housekeeping and state-mandated language.
One notable change raises the retiree supplement from $15 to $20. Staff explained that the supplement applies only to retirees who meet full retirement under Tennessee Consolidated Retirement System standards (for example, 30 years of service at age 60). Staff said that under the revised benefit, a retiree who meets those standards could receive a supplement that results in a $600 monthly amount until age 65; staff framed the change as an increase to the retiree benefit structure.
Council moved to adopt the revised personnel policy and approved the motion on voice vote.
Staff said future updates will be submitted in July of odd-numbered years for council approval, per the standing resolution.
